PTA logo1 PTA Likely to Delay 3G AuctionIt appears that Pakistan Telecommunication Authority has delayed the auction of 3G licenses in Pakistan, by few weeks at least.

Formal announcement for change in schedule is yet to be made, however, an advertisement published in print media today (and available on PTA's website) hints that auction will be delayed by couple of months.

Advertisement said that PTA is looking for a consultancy firm of international repute to offer services for the auction of 3G license. Interestingly the last date for submitting EOI (Expression of Interest) for consultancy services is March 26th, 2012, that's just three days ahead of scheduled 3G auction date of March 29th, 2012.

PTA was under heavy criticism from opposition senators on modalities of 3G auction. A senate's standing committee on Telecom and IT later asked PTA to make amendments in 3G policy by incorporating following:

  • Auction 3G licenses only, and remove the terms 4G/LTE and technology neutral from licensing draft
  • 4G/LTE will be licensed later for earning more money
  • Increase the base price from US $ 210mn to US $ 291
  • No defaulter will be able to participate in the bidding – PTCL in this case
  • 50% of the licensing amount will be paid in 30 days and rest will divided in 5 equal installments in local currency

Another possible change in 3G policy could be regarding the qualification of bidders having common directors at parent groups.

Our sources at PTA tell me that final date for auction is yet to be decided. They said that authority will now make sure that everything is all set to go ahead with auction before announcing the final date of 3G auction.

We could not get official word on this from PTA's spokesperson.

UBL Omni has been shortlisted in following two categories:

  • Best Product, Initiative or Service for Underserved Segments
  • Best Use of Mobile in Emergency or Humanitarian Situations

The bank claimed to have offered transparent and efficient Cash Disbursement Service to government of Pakistan, UNDP (United Nations Development Fund) and WFP (World Food Program), after the 2009 Internal Displacement Persons (IDPs) Crisis and 2010's destructed Flood Crisis.

Omni has established itself as second largest branchless banking services and network after Telenor's Easypaisa.

Launched in April 2010, UBL Omni has established more than 5,000 agents, countrywide and disbursed payments to around 2 million recipients.

Omni has marked an edge over Easypaisa as it is first established G2P Payments Services in Pakistan. It is one of the largest Branchless Banking cash disbursement initiatives to date and has proved to be a quick and transparent mechanism for the way cash disbursements are made by the Government of Pakistan and non-profit organizations.

UBL Omni's efforts have been recognized at a global level with nominations for the 17th GSMA Global Mobile Awards 2012, which is considered an Oscar of telecom world.

Omni is contesting with different companies on category 4a including

There are eight categories and 23 sub-categories, for which 600 entries were submitted. 158 organizations were shortlisted out of 600 entries from across the world and from across the mobile eco-system, making it a significant achievement for UBL Omni to be part of it.

Telenor Pakistan earlier in 2011 entered the race of the Global Mobile Awards 2011 with its product Easypaisa. It was shortlisted in two different categories but failed to secure any award despite marvelous recognized performance and reputation in the global media.

India Blocks Songs.PK

songs pk thumb India Blocks Songs.PKThrough court orders, access to Songs.PK – a notoriously popular website for pirated music – has been blocked throughout India on all ISPs, following a petition filed by a music company and two industry bodies.

Songs.PK is largely known for allowing its visitors to download free Indian and Pakistani music without having redistribution rights.

It merits mentioning here that Songs.PK is operated by a Pakistani webmaster. Website receives millions of hits per month and has global alexa ranking of 891 (as of today).

Website claims to have huge range of music audio files covering over 90 percent of all bollywood and Pakistani music, freely available for download.

Reportedly, Phonographic Performance Limited (PPL)– a UK based licensing company, Indian Music Industry (IMI) and Sagarika Pvt. Ltd had filed a petition in Calcutta High Court for banning the website for violating copyrights of hundreds of thousands music audios.

High Court has ordered all major internet service providers in India to block the access to Songs.PK through DNS name blocking, IP address blocking via routers and DPI based URL blocking.

Music companies in Pakistan have recently geared up to curb pirated music websites, which may lead to a ban of such websites in Pakistan too.

Implementation of International Clearing House Halted

131 thumb Implementation of International Clearing House HaltedCompetition Commission of Pakistan, a in a ruling, said that LDI operators can withdraw themselves from International Clearing House agreement, and that commissions' approval for any such agreement in future will be must, in addition to authorization obtained from any authority.

Idea of International Clearing House was first tabled in 2008 to prevent illegal telephony traffic landing into Pakistan. Primarily the purpose behind ICH was to make an arrangement through which all international traffic would land in Pakistan through one single gateway before it is distributed amongst the landing operators.

This way Government could keep a watch on the landing traffic, tariff, ASR collection and grey telephony.

However, LDI operators couldn't reach consensus on the modalities of ICH operations. Especially the Transworld Associates Private Limited, being a competitor of PTCL, opposed the agreement and said that LDIs will become dependent on PTCL who will have unfair advantage in developing new international business and routes in future.

TWA moved the matter to CCP to examine its competitiveness, on which PTCL said that LDI operators have decided to shelf the ICH agreement and hence there's no need for further proceedings on the case.

TEDxMargalla thumb TEDxLive is coming to IslamabadTEDxMargalla has announced its first TEDxLive event in the twin cities, to be held in March at Cinepax.

In case you didn’t know, TED stands for technology, entertainment and design and TEDx is a local version of TED that allows anyone to host an independently organized TED event.

Launched in 2010, TEDxLive is an extension of the TEDx program. TEDxLive events are TEDx events built around the live webcast of TED Conferences, from around the world.

The TEDxLive events are just a prelude experience for the attendees and feature live TED video talks and interactive activities but no live speakers.

Event Details:

TEDxMargalla said that wi-tribe will be their technology partner for the event.

Reportedly TEDxMargalla 2012 is being planned, and it is said that the date will be announced at the TEDxLive session.

Earlier TEDxMargalla happened back in 2010 with the theme ‘Ordinary people, Extraordinary ideas’ and featured some really inspiring speakers such as Ali Moeen Nawazish, Beena Sarwar, Atif Mumtaz, Khurram Dastgir Khan, Amjad Saqib, Todd Shea, Mamoon Tariq Khan, and Sarah Adeel.
