Warid claims that Glow Dosti will offer its users with an opportunity to talk to their friends and family at lowest possible calling rates. This would be coupled with SMS and GRPS bundles. According to preliminary information we have received, Warid has used Music as a channel to communicate its new package. Glow Dosti campaign features a song, a thematic TVC and tactical ads for voice, SMS and mobile internet. A statement issued by Warid said that Glow will get the youth engaged through customized Warid Glow activity areas in select colleges, universities, shopping and entertainment venues across Lahore, Karachi and Islamabad. Glow's celebration officially begins with the brand new 'Dosti Ke Rung' music video being aired across all major local networks, promoting the colors of friendship. On Glow's sustained efforts to create avenues for entertainment and engaging the youth, Director Marketing Warid Sadaf Zarrar said, "Warid launched Glow for the very purpose of providing the youth with the most competitive voice and data packages, as well as providing entertainment across various platforms. To this end, Glow has organized as well as partnered with a diversity of events encompassing education, music, theatre, sports and games. ICT R&D to Finance National URL Filtering and Blocking System a.k.a National Firewall Posted: 23 Feb 2012 11:04 PM PST National ICT R&D Fund has asked for proposals from academia/research institutions, companies, organizations for the development, deployment and operation of a national level URL Filtering and Blocking System. This URL Filtering and Blocking system will work as a country firewall and will potentially be able to block the access of any URL, throughout the country. According to RFP (Request for Proposal), available at ICT R&D Fund website, system should be capable of URL filtering and blocking, from domain level to sub folder, file levels and file types – in addition to have ability of blocking a single IP or range of IPs. It said that solution should be able to handle bandwidth of 85Gbps, with scalability for 40-50 percent growth every year. You can view RFP here, and FAQs here. Pakistani authorities have long urged to have a country-level firewall in place to block specific URLs countrywide, such as those which are blasphemous in nature. PTA even asked for quotations for blocking system from international players – those who are offering services in UAE or KSA, but couldn't buy the solution due to higher prices. Vendors in China were also contacted but deal didn't go through with any of them. It merits mentioning here that PTA recently asked ISPs to block as many as thirteen thousand websites, which were of explicit in nature. Activists, on the other hands, fear that such firewall can be misused by the government for political and other obvious reasons. They demand that list of blocked websites should be made public, possibly through PTA website, detailing the blockade reason for each website. Related posts:

Telenor to Further Increase Tariff for Poora Pakistan Offer Posted: 23 Feb 2012 10:04 PM PST Telenor Pakistan is, yet again, going to increase daily charges for for Poora Pakistan offer, in addition to adding call setup charges. When introduced, Poora Pakistan was offered at a daily charges of Rs. 7.99 plus tax, later charges were doubled to Rs. 15 plus tax per day and then increased to Rs. 20 plus tax. New Rates: Now Telenor has posted a message on its website revealing that from March 1st, daily charges for Poora Pakistan offer will be increased to Rs. 25 plus tax per day or Rs. 29.87 including tax. Not only this, a call setup fee of Rs. 1.00 (plus tax) per call will also be charged – excluding 9pm to 10pm. Subscription, Charges and Validity:

CEOs of Telecom Companies Meet PM, Fair 3G Auction Promised Posted: 23 Feb 2012 08:52 PM PST The Heads and Chief Executive Officers (CEOs) of the PTCL, Zong, Warid, Telenor and Mobilink called on Prime Minister Syed Yusuf Raza Gilani at the PM's House yesterday. They apprised him that the telecom sector was contributing about Rs. 110 billion in the national exchequer as tax and was providing jobs opportunities to millions of young Pakistanis directly and indirectly, said a statement issued by PM House. CEOs informed the Prime Minister that the total foreign investment in the telecom sector was $10 billion. The Prime Minister said that government would ensure fair competition in the auction of 3G spectrum technology in a transparent manner. The Prime Minister directed the Ministry of Finance and Federal Board of Revenue to hold meetings with Telecom Companies and rationalize the tax regime keeping in view the interests of the industry and the consumers at the same time. The Prime Minister directed the relevant authorities to address the security concerns of the telecom companies, which were undertaking the expansion programmes in various regions of the country. It was agreed that telecom companies would raise a professionally equipped specialized security force to protect the telecom operators and the installations. The Ministry of Interior will facilitate the import of scanners and other related equipment for this purpose. Dr. Abdul Hafeez Sheikh, Advisor to Prime Minister on Finance, assured the Telecom Companies that a mutually acceptable formula would be worked out keeping in view the commercial considerations of the industry as well as the imperatives of the telecom market in a competitive environment. In response to the demand for grant of status of industry to the telecom sector, it was agreed that IT Ministry would hold consultations with the CEOs of telecom companies and other stakeholders to address the issue. HEC Announces Ranking of Pakistani Universities Posted: 23 Feb 2012 08:45 PM PST The Higher Education Commission (HEC) has announced the ranking of Pakistani universities on the basis of quality teaching and research, during a press conference held yesterday. A statement issued by HEC said that the primary purpose of the ranking exercise is to share with the general public a comprehensive data on the key issues that determine the state of higher education in a particular institution. Institutions established after December 2008 as well as distance education universities are excluded from the ranking lists. Speaking on the occasion, Dr. Laghari, Chairperson HEC, said that ranking is a quality indicator and this information will help shed light on key indicators of higher education institutions in Pakistan to allow students, parents, potential employers and all other stakeholders to make informed decisions regarding higher education institutions. Ranking criteria for the universities include student intake as well as graduates produced at BS, MS and PhD levels, number of qualified faculty members, student-teacher ratio, quality of research produced and published in journals of international repute, physical and technological infrastructure, international collaborations, resource generation and sports facilities. The universities have been ranked specifically by category/area of specialization to make it logical. The sector-wise sorting has not been done to provide equal reflection to both the public and private sector institutions. Universities can only be comparable within the assigned category, comparisons to be made among different categories based on the above list will not be logical. Top 10 Universities in Pakistan:

Pakistan Set to Celebrate World IP Day Posted: 23 Feb 2012 08:40 PM PST World Intellectual Property Organization (WIPO) has announced theme of 2012 World IP Day as "Visionary Innovators". It has been narrated that behind every great innovations, either artistic or technical, is a human story a tale in which new pathways open as a result of the curiosity, insight or determination of individuals. According to current year theme, elaborate arrangements had been made in Pakistan to design the World IP Day celebrations truly representative according to the thematic approach as decided by WIPO by giving opportunities to the innovators and relating creatures of different fields. Hameed Ullah Jan Afridi, Chairman IPO-Pakistan said the event of World IP Day will be celebrated, on April 26th, in a befitting manner with participation of all the stakeholders in different fields including computer software. He said that different technical session would also be arranged in which IP experts would highlight the importance of intellectual property right. There would also be the need to aware the general masses and other people relating to different areas about critical role of IP rights and their impacts on social as well as economic sectors. The Chairman said that significant importance would be given to the creative work of students and innovators. An exhibition would also be organized as side events of national conference. Geographical Indications (GI) of different areas of Pakistan would be displayed on the occasion. Remittance Services From Saudi Arabia to EasyPaisa and Banks Introduced Posted: 23 Feb 2012 08:30 PM PST Xpress Money has launched two services for its Pakistani customers in Saudi Arabia:
Xpress Money has tied up with Telenor Pakistan for the "Direct to Mobile Account" service, while its "Direct to Bank Account" service will be available through 17 leading banks in Pakistan. All Telenor mobile account number holders can avail the "Direct to Mobile Account" service. New customers who wish to remit money using their mobiles can sign up with Telenor to obtain their personal mobile account numbers. During remittance, senders in the Kingdom will be provided with a unique Xpress Personal Identification Number (XPIN) that they need to share with the beneficiary in Pakistan. Beneficiaries can withdraw funds from more than 12,500 agent network locations of Easypaisa/Telenor franchise or Tameer Bank branches on providing his/her original XPIN Number and Computerized National Identity Card (CNIC). The "Direct to Bank Account" option takes the convenience level one step further and eliminates the need for a recipient in Pakistan to visit an agent location to collect the money. Using this service allows funds to be transferred into the beneficiary's bank account and withdrawn from an ATM or used at a shopping outlet. This service extends over a network of 17 banks in Pakistan including MCB Bank, MY Bank, Tameer Bank, and Summit Bank. Funds transferred using either service take about 12-24 hours to be credited into the recipients' account. Once the amount is credited, the sender in Saudi Arabia receives an SMS confirmation.
